Abstract: Αυτή η διπλωματική εργασία είναι μέρος μίας ευρύτερης προσπάθειας για μείωση του φόρτου ενός κυψελωτού δικτύου σε κρίσιμες περιπτώσεις συνωστισμού. Ερευνώνται τεχνικές διαχείρησης πόρων, οι οποίες όταν εφαρμοστούν στα υπάρχοντα, υπό συνωστισμό, κελιά ή/και στα γειτονικά τους, επαναφέρουν την πρόσβαση σε ομάδες χρηστών με συγκεκριμένες προτεραιότητες, αρχικά, και στους υπόλοιπους χρήστες όταν είναι εφικτό. Ως μέρος αυτής της εργασίας αναπτύχθηκε ένα άρθρωμα (λογισμικού) στη C++, έτσι ώστε να διευκολυνθεί η επικοινωνία μεταξύ αμφότερων των, αυτόματα διαχειριζόμενων, ελεγκτών (πιθανής ή υπαρκτής) κρίσης, και, χειροκίνητα διαχειριζόμενων εξυπηρετητών προτεραιότητας (PCS), και του κέντρου επιχειρήσεων και υποστήριξης (OMC), το οποίο πρακτικά εφαρμόζει τις επιλεγμένες τεχνικές. Στα χαρακτηριστικά του περιλαμβάνεται επίσης η πρόληψη από διενέξεις, λόγω εφαρμογής διαφορετικών τεχνικών από διαφορετικές πηγές βάσει σενάριων προτεραιοτήτων, η υποστήριξη (και καταγραφή) των εκτελεσθέντων εντολών καθώς και της σειράς αυτών, όπως επίσης και η διατήρηση ενός χάτρη με την κατάσταση του κάθε κελιού.abstract in english:This thesis is part of a wider effort to reduce traffic congestion during critical situations in cellular networks. It investigates into several resource management techniques, which, applied in the congested cell(s) and/or its neighbours, restores access to priority groups of users first and ordinary users later. As part of the thesis a module is developed (in C++) in order to ease communication between both the, automatic controlled, (potential) congestion sensors and the, human controlled, priority call servers, and the OMC (Operations & Μaintenance Center) which actually applies the sellected techniques. Its functions include, also, the prevention of conflicting techniques from being applied, based on prioritization schemes and the maintenance (and log) of the command execution order along with a map of each cell's status.
