Abstract: | H διεύρυνση της επιχειρηματικής και οικονομικής δραστηριότητας έχει οδηγήσει σε εκτεταμένη ανάγκη για ψηφιοποίηση των συναλλαγών. Η ανάγκη αυτή έγινε ακόμα πιο επιτακτική εν μέσω των εξαιρετικά δυσχερών συνθηκών εξαιτίας του COVID-19. Κατά συνέπεια, η Δημόσια Διοίκηση και το χρηματοπιστωτικό σύστημα βρέθηκαν στη θέση να πρέπει να ρυθμίσουν νέες μορφές διαχείρισης και περαίωσης ηλεκτρονικών συναλλαγών, όπως τη λειτουργία π.χ. ιδρυμάτων ηλεκτρονικού χρήματος και ιδρυμάτων πληρωμών. Η παρούσα εργασία μελετά την αποτελεσματικότητα των ρυθμίσεων που έχουν θεσπιστεί ώστε οι ηλεκτρονικές συναλλαγές να μην οδηγούν σε συμπεριφορές που επιβαρύνουν τη λειτουργικότητα και τις υπηρεσίες της Δημόσιας Διοίκησης και του Κράτους μέσω της φοροδιαφυγής. The expansion of business and economic activity has led to an extensive need for digitization of transactions. This need has become even more urgent amid the extremely difficult circumstances due to COVID-19. Consequently, the Public Administration and the financial system found themselves in the position of having to regulate new forms of management and completion of electronic transactions, such as the operation of e.g. electronic money institutions and payment institutions. This paper studies the effectiveness of the regulations that have been established so that electronic transactions do not lead to behaviors that burden the operation of the Administration and the State’s functionality and services through tax evasion. |
