Abstract: The digital publication of Greek Legislation faces significant challenges in terms of accessibility, organization and user experience, highlighting the urgent need for an overhaul. As legal information is of major importance for citizen participation, the effectiveness of its online dissemination cannot be underestimated. This Thesis utilizes the potential of the Semantic Web to redefine the way in which greek legal texts are published online. This work draws inspiration from the European Union's ELI ontology/standard, which is a unified and standardized model for publishing legal information for its member states. It meticulously adapts and extends the ELI standard so that it can respond to the complex nature of Greek Legislation, creating the ELIgr ontology. This new ontology paves the way for the conversion of obsolete legal documents into semantic RDF documents, a leap towards harnessing the power of Linked Data for the publication of Greek Legislation. Along with the theoretical development of ELIgr, importance is also given to its practical application: the transformation of legal texts into searchable interconnected semantic documents by making them accessible through a server. This access is achieved with the help of SPARQL queries, through which we present usage scenarios. In addition, at the end of this paper, we lay the foundations for future improvements, aiming for a digital ecosystem where Greek Legislation is not simply presented, but published and used in a modern and efficient way.
